President Obama wants war …
In a recent letter to members of Congress, the President asked for legislation providing him the authority to use of military force against ISIS.
He even gave legislators a draft of the legislation he wants…
But if the United States is to go to War, Congress – not the President – is to set the terms.
This is why I’m asking you to take action with Special Operations Speaks today and start contacting members of the U.S. House and Senate. If Congress is to authorize Obama to act, certain definitions must be put in place:
1. Define the Enemy
While Obama says his plan is to “degrade and defeat” ISIS, he fails to mention anything about Radical Islam.
Congress must change this dangerous omission.
If Congress is to authorize the President to act against ISIS, they must expressly identify and condemn the dangerous ideology that drives them: Radical Islamic Extremism.
U.S. Legislators must force President Obama to accept this fact if they are to place our military personnel and resources at his disposal.
2. Define the Rules of Engagement
If the United States is to wage war against ISIS, it is incumbent on Congress to undo and redefine Obama’s restrictive Rules of Engagement.
Under Obama, the Pentagon’s ROE have unfortunately served to assist the enemy… at the expense of American lives.
It’s time for Congress to untie the hands of our military personnel – There should be absolutely no war unless our troops are made free to act.
Let’s get this straight: The United States will not “end” a war with ISIS – it will win it.
This said, the United States Congress must extensively deliberate and decide on the best course of action to take against ISIS radicals before activating Obama as Commander-in-Chief.
While Obama is looking at surgical air strikes and limited ground operations alone, House and Senate members must evaluate what actions are truly needed to secure total victory over the Islamic State.

Special Operations Speaks is not telling Congress to go to war – legislators need to make that decision based upon the will of the People – but we are guiding them on how to proceed, should they decide to take such measures.
If a war is what’s needed to defeat ISIS, let it be done powerfully and effectively. Congress cannot allow Obama to engage our troops in a weak and aimless, assisting his broader effort to dismantle our country’s Diplomatic, Informational, Military and Economic power (D.I.M.E.).
